Nutrition North Canada provided $77.8 million dollars in subsidy during its eight year in operation. 30.4 million kg of nutritious food and non-food items were subsidized in 2018-19.
As of January 1, 2019, three additional improvements to the program were implemented. They included:
a fully revised subsidized foods list, which includes a focus on northern staples and family-friendly items
a new highest-level subsidy rate specifically for milk, frozen fruit, frozen vegetables, infant formula, and infant food
and an increase to the two current subsidy rates to help further lower cost of perishable, nutritious food
The top ten subsidized nutritious perishable foods were: all fresh fruit, all fresh vegetables, meat, fresh milk, bread, frozen potato products, eggs, yogurt, poultry and individual-size unsweetened juice. These foods receive the program's higher subsidy level.
Among the items eligible for the lower subsidy level, frozen pizza, unsweetened juice (in containers of more than 250 ml), ice cream, frozen combination foods, and bacon received the most subsidy (accounting for 5% of the total subsidy).
The Baffin Region of Nunavut and Northern Quebec (Nunavik) received 34% and 22% of the total subsidy amount, slightly more than half of the program's subsidy budget. Nunavut alone received a bit more than half of the annual subsidy amount, for a total of 51%. This is explained both by the fact that Nunavut accounts for 40% of the total program population and has the highest average subsidy rate of all Nutrition North Canada regions.
Retailers with stores in northern communities received 92.3% of the product quantities that were subsidized. These locally-operating stores make the subsidy available to the largest number of community residents as possible since most people shop at the local store. 2.3% of the subsidized products were shipped to individuals ("personal orders"), 3.5% to commercial establishments like hotels or restaurants, and 1.9% to social institutions such as schools and day cares.
Due to washout of the rails, Churchill became a temporarily eligible community in July 2017 and benefited from the expanded food list, generally only available to Old Crow. The weight shipped by air to Churchill during the fiscal year was 172,046 kgs, accounting for $238,708 in subsidy spending.
